Curaçao Gaming License Explained: CGA, LOK & Verification
Article OverviewA Curaçao gaming license identifies an operator within Curaçao's regulatory framework, but a register entry alone may not prove current authorization for a specific casino website. This guide explains CGA records, LOK reforms, license-status checks and player protection limits using dated official evidence.

A Curaçao gaming license authorizes activities under Curaçao’s online gambling framework. The Curaçao Gaming Authority (CGA) oversees that framework. The National Ordinance on Games of Chance, known as the LOK, took effect on 24 December 2024 and replaced the old system of private master-license and sub-license arrangements with direct regulation. But a license number in a casino footer is only the start of a check. That number alone does not prove authorization for the exact website, legal access in your country or reliable withdrawals.
In October 2026, the CGA retired its previous online licensing portal following an unauthorized-access incident and launched interim arrangements. As a result, old instructions that say simply “click the seal and look for Active” are no longer enough. This guide explains how to read the current public records, identify the company behind a casino, handle missing domain evidence, and understand what happens if a payout becomes disputed.
Quick answer: check the operator, not just the badge.
Use the official CGA register to compare the legal company, registration number, license number, license type and dated status. Then verify the exact casino domain through an available official certificate or direct CGA confirmation. If the public record lacks a domain mapping, or a certificate says Active while the register says Assessment in progress, report the gap and seek CGA clarification rather than silently choosing the more favorable label.
How to verify a Curaçao casino license in 2026: five steps
Before depositing, follow this five-step Curaçao license check. Match the company, license and exact domain; do not judge a website by its badge alone.
- Open the regulator’s records. Start at the official CGA website and open the most recent license and enforcement registers.
- Find the legal operator. Copy the contracting company and registration number from the casino’s current terms.
- Compare license details. Match the company, OGL/ or CGA/ number, B2C license type, dated status and publication date.
- Check the exact website. Look for regulator-supported evidence covering that precise domain. The PDF register alone does not map company names to domains.
- Check access and recourse. Confirm authorization in your country. Read withdrawal, complaint and ADR terms.
If the records conflict: Mark the claim unverified until the CGA or another authoritative current record resolves the mismatch. A listed company is not proof that every website using its name holds current authorization. For more general checks, see how to verify an online casino license.

What changed under Curaçao’s LOK gambling law in December 2024?
The Curaçao Gaming Authority (CGA) regulates online gambling conducted in or from Curaçao. Its official online-gaming documents describe operator licensing, anti-money-laundering obligations, responsible gambling and complaint rules.
The LOK (National Ordinance on Games of Chance) took effect on 24 December 2024. It replaced the old private master-license and sub-license system with a framework for direct licensing and oversight by the CGA.
Older casino websites may still show a /JAZ number or a legacy seal. Those references explain historical licensing arrangements but do not independently confirm a current CGA authorization.
The transition also involved provisional arrangements. Some prior permissions continued while the regulator assessed them. Do not treat an old document, provisional permission and indefinite-term license as interchangeable.
You may also encounter the authority’s former name, Gaming Control Board (GCB). For a wider regulatory comparison, read how casino licensing frameworks differ.
Why is the Curaçao gaming license seal not working after October 2026?
On 7 October 2026, the CGA announced that its former online-gaming portal would not return to service. The decision followed unauthorized access to its licensing systems. The regulator said the change did not invalidate existing licenses or remove operators’ duties. See the official 7 October announcement.
What changed for license checks?
24 December 2024 — LOK: A new direct licensing framework replaced the legacy master-license approach.
October 2026 — Portal transition: The old public verification route stopped being reliable. Players must compare the dated registry, enforcement notices and any available domain certificate.
On 19 October 2026, the CGA announced an interim portal. Its new website remains under development and points users to current sections of the existing CGA website.
Does a broken Curaçao seal mean a revoked license?
No. A seal may fail because the former verification system has changed. Conversely, a seal that still loads is not enough to prove current domain authorization. During our 4 November review, some cert.cga.cw certificate pages still displayed domains and an Active label. Yet the newer registry sometimes used different wording for the same license.
Compare both official records and request clarification when they disagree. The portal incident does not establish misconduct by every licensee. Our separate 2026 offshore casino ownership investigation covers its wider context.
Online gaming license, supplier license, operator and brand: four different things
Most players encounter a casino brand and a web address. A regulator, by contrast, licenses a legal entity. The same website may also rely on game studios, platform suppliers, payment agents or group companies. Those organizations do not automatically hold the same permission or responsibility for player balances.
B2C: the player-facing gambling operator
A B2C online gaming license concerns an operator offering gambling services to players under the relevant Curaçao rules. For a consumer, this is normally the first license type to investigate. The contracting entity in the terms, the company shown in the CGA record and the authorized gambling domain should form a consistent chain.
B2B: the games or technology supplier
A B2B supplier license concerns qualifying gambling-related suppliers such as game or sportsbook technology businesses. A supplier may hold its own license without taking responsibility as the consumer-facing casino operator. Finding a licensed software provider’s name therefore does not prove that the casino accepting your deposit holds its own B2C permission.
A single operator can also use more than one brand or domain. Conversely, a familiar brand may change legal operators. When names differ, check the current terms and the licensed legal entity rather than presuming the mismatch is fraud. Our guide to how to identify the real casino operator explains what company disclosures can establish.
What do CGA license register statuses mean?
CasinoIndex reviewed the CGA Online Gaming License Registry updated 2 November 2026. The file identifies legal companies, registration and license numbers, B2C/B2B classifications, dates and status fields. It does not include a domain-mapping column. The CGA also cautions on its register page that a listing does not guarantee current validity.
CGA status labels at a glance
| Register status | What it tells you | What to check next |
|---|---|---|
Indefinite | The register shows an indefinite-term license, not an expiry date. | Verify the company and exact domain. An indefinite term is not a safety rating. |
Assessment in progress | The public record uses an ongoing-assessment label. | Do not assume Active or Revoked. Check other CGA records and seek clarification. |
Expired | The recorded permission has reached its listed end status. | Look for an official renewal or replacement authorization. |
Revoked | The CGA records withdrawal of the identified permission. | Match the license number and effective date; do not assume a later operator is the same entity. |
Missing or conflicting data | The available documents do not provide a single clear answer. | Record the conflicting sources and treat the claim as unverified. |
What does “Assessment in progress” mean on the CGA register?
It is the regulator’s recorded status label, not proof that a license has been revoked. The PDF does not reveal every assessment outcome or confirm current approval for each associated domain. Where a certificate says Active and the newer register says Assessment in progress, publish both observations rather than treating one as definitive.
Use the separate CGA enforcement register dated 14 September 2026 to check recorded revocations and other status actions. That document also warns that it may be incomplete or outdated. Official certificates can supply domain evidence, but a certificate display should not erase a conflicting, more recent register entry.

Stake, MyStake and Vavada: four dated CGA record checks
Research date: 4 November 2026. We compared public regulator documents with existing CasinoIndex reviews. The license register is dated 2 November 2026; the enforcement register is dated 14 September 2026. These checks do not involve private regulator access or real-money testing.
Key finding: Two of the four examples, Stake and MyStake, show a mismatch between an accessible CGA certificate’s Active label and the newer register’s Assessment in progress label. That merits clarification; it does not automatically establish that either operator lacks authorization.
| Casino and operator | Official evidence | Still needs checking |
|---|---|---|
Stake.com Medium Rare N.V. OGL/2024/1451/0918 | 2 Nov register: Assessment in progress. The CGA certificate says Active and names stake.com; Stake’s terms identify the company. | Which official status currently governs, and whether the certificate and register will be reconciled. |
MyStake GTW B.V. OGL/2024/250/0115 | 2 Nov register: Assessment in progress. The CGA certificate linked in our MyStake review displays Active and mystake.com. | The two displays alone do not resolve the current status. |
Vavada Vavada B.V. OGL/2024/252/0153 | 2 Nov register: Indefinite. The CasinoIndex Vavada review identifies the same company and license. | The PDF does not show a verified mapping for vavada.com. |
BC.Game (historical) Small House B.V. OGL/2023/118/0060 | September enforcement register: Revoked on 6 Dec 2024. Our BC.Game review discusses a later operator and Anjouan licensing. | The old revocation does not establish the present operator’s authorization or local-market legality. |
How should players interpret these four examples?
Company evidence, domain evidence and current permission are separate. A matching company and number matter, but neither proves current approval for the exact domain. A dated status conflict does not automatically establish unlawful operation. Conversely, a working certificate should not override a newer, contradictory register without explanation.
These are research examples, not recommendations to play. Each linked review discusses a different set of operator, withdrawal and account risks. Recheck the latest regulator records before using any case as evidence of current authorization.
What if the CGA register has no casino domain or outdated information?
Start by saving the PDF’s last-updated date, the exact entry and the casino’s current terms. Check whether the regulator has published a newer registry, enforcement notice or clarification. If the operator’s claim conflicts with the public file, ask the operator for current company, license and domain evidence in writing. The CGA’s official contact page is the proper starting point for an authority query.
Do not substitute unofficial checkers for the regulator. Third-party tools can help locate a number, but they may rely on stale, incomplete or inaccurate records. Also avoid constructing guessed certificate URLs from a partial number; a URL that renders a page does not establish that the regulator currently approves the exact casino domain.
Use a precise research conclusion: “The company and license number appear in the CGA’s register dated 2 November 2026; current approval for this domain could not be independently confirmed from the public PDF.” That tells readers what was actually checked and exactly what remains open.
Does a Curaçao license protect players and guarantee withdrawals?
Licensing can impose obligations on operators. It does not guarantee the casino has sufficient funds for every payout, that account checks will be fast, that every bonus term is fair or that a player’s country permits the website. Those questions require independent evidence.
For example, a casino may show a current operator license yet still require identity documents, payment-method matching, source-of-funds records or turnover of deposits before releasing a withdrawal. The actual contract and the way the operator handles disputes matter as much as the existence of a government-issued number. See what a casino license does and does not prove.
What happens if a CGA-licensed operator refuses a payout?
The CGA’s Player Complaints Policy Guidelines (18 June 2025) describe an operator complaint process and escalation to an approved alternative dispute resolution (ADR) provider. The policy says players may lodge a complaint free of charge within six months of the incident or settlement, subject to its specific rules. Operators should disclose their procedure and available ADR routes.
For ordinary complaints, the policy calls for a written acknowledgement within a week and a response normally within four weeks, with a possible extension when justified. These regulatory process rules do not promise repayment of any individual withdrawal. Check the latest published policy and the operator’s actual complaints terms.
The authority’s own website states that the CGA does not decide individual disputes between a player and a gambling operator. It may receive reports of breaches for supervision and enforcement, but the operator and applicable ADR mechanism address the individual case. Save account transactions, messages, requested documents and the terms that applied when the dispute arose.
The CGA also publishes a dated list of certified ADR providers. The presence of an ADR provider on that list does not mean every casino uses it or that a player’s claim will automatically succeed.

Does a Curaçao casino license make gambling legal in your country?
No. A Curaçao authorization concerns gambling under Curaçao’s rules. It is not a passport to every customer market. The casino may exclude certain countries, while local law may require separate authorization for each gambling product.
For example, Germany publishes an official list of authorised gambling providers and websites, updated 2 November 2026. A Curaçao license does not substitute for a relevant German authorization. Check the exact domain and game type rather than assuming offshore permission extends to German players.
The same principle applies elsewhere: establish which authority regulates the country and product involved. Geoblocking, promotional availability and payment access are separate practical questions. If the site is not authorized where you live, a technically valid foreign license does not resolve that problem.
Warning signs in Curaçao casino license claims
- Only an old /JAZ number: A former master-license reference appears without current CGA evidence.
- Unmatched company: The terms name one contracting entity while the claimed CGA record identifies another, without a documented explanation.
- Unmatched domain: The operator cannot establish that the exact hostname is covered, or relies on a different brand’s screenshot.
- Static or broken seal treated as proof: A graphic is called “verified” despite the 2026 portal transition and lack of current public validation.
- Status misquoted: A dated register says Assessment in progress, Expired or Revoked but marketing simply says “fully active”.
- Missing complaint information: The casino will not identify the responsible operator, formal complaint route or applicable ADR provider.
- Local legality assumed: The site claims it can serve every country because it has a Curaçao license.
Any one inconsistency needs investigation, not an instant scam verdict. A documented revocation is substantially different from a temporary broken seal. If the issue concerns the company holding your balance, avoid depositing until you can reconcile the facts.
Frequently asked questions about Curaçao gaming licenses
Is the Curaçao Gaming Authority the same as the old GCB?
The CGA is the current authority overseeing Curaçao’s online gaming regime. The regulator previously appeared in many materials as the Gaming Control Board (GCB). Use its current website and official documents rather than old footer labels.
What is the LOK in Curaçao gambling law?
The LOK is the National Ordinance on Games of Chance, effective 24 December 2024. It established the newer framework for direct online gaming licensing and supervision under the CGA.
Can I check a Curaçao gaming licence by casino name?
Start with the legal company and license number, not only the brand. The current public registry lists legal licensees but does not provide a website-domain column. If authoritative evidence does not match the precise domain, mark the domain-level check unverified.
Does “Indefinite” in the CGA register mean the casino is safe?
No. It describes the listed license term or status, not a finding about withdrawals, player protection, legal access in your country or the approval of every associated website.
Does “Assessment in progress” mean a Curaçao license is invalid?
It means the CGA’s dated public register uses that status label. Without further regulator confirmation, it should not be recast as active, revoked or expired. Read the exact entry and date, then seek clarification if you need a current decision.
Why might the Curaçao license seal be broken?
Some seals and historical links still appear, but the CGA warned in October 2026 that the portal transition would affect its previous digital verification service. Do not rely on a seal alone; cross-check official records and current domain evidence.
How much does a Curaçao gaming license cost?
Application and annual licensing fees concern casino operators and depend on the applicable permission and current CGA fee schedule. They are not fees a player pays to verify a casino. This guide focuses on consumer checks rather than commercial license applications.
Does a CGA license guarantee dispute resolution or refunds?
No. Curaçao’s framework includes complaint and ADR requirements, but an individual outcome depends on the facts, the operator and the applicable procedure. The CGA oversees compliance; it does not itself decide individual payout disputes.
CasinoIndex research method and final assessment
We prioritize the exact legal operator, dated regulatory evidence, authorized domain and player recourse over the appearance of a license seal. For this guide, CasinoIndex reviewed the CGA’s 2 November 2026 license registry, its September 2026 enforcement list, October 2026 portal notices, public operator disclosures and existing CasinoIndex reviews. Where a public PDF cannot establish the current licensed domain, we state that limitation rather than awarding an unsupported “verified active” label.
A Curaçao gaming license is a meaningful regulatory document, but not a complete safety assessment. Before risking money, check local authorization, account ownership, withdrawal approval rules and complaint escalation options. CasinoIndex explains how CasinoIndex evaluates licensing and withdrawal risks across its reviews. If you are comparing specific brands, use our Curaçao casino licensing shortlist as an editorial starting point, then recheck each operator’s current records rather than treating a ranking as live regulator verification.
Editorial terms check — 4 November 2026: This is independent public-source desk research, not private regulator access, legal advice, a current domain certificate for every named brand or a real-money withdrawal test. Register dates and statuses may change. All four cases illustrate what the listed evidence supports as of the stated dates, not guaranteed current legality or payout performance. CasinoIndex does not endorse a casino merely because it appears in an official register.
